The service matters, not the app
IPTV apps like Smarters and TiviMate are legal everywhere. What matters legally is whether the service you subscribe to has the rights to the content it streams.

ISP throttling is a separate issue
Even if IPTV is completely legal in your country, your ISP may still throttle streaming traffic. A VPN or DNS change fixes this regardless of where you are.
